SSC-PAC is an Echelon 3 command. Code 20 is the procuring contracting activity that assists all of SSC-PAC’s departments in the procurement of hardware items, as well as all types of engineering services, including program management, systems engineering, logistics, installation, test and evaluation as well as research and operational support services.
Brace provides routine administrative functions and procurement analyst support. Services include drafting contract & task order administrative actions (and related support), customer support of various types and the creation of Contract Action Reports (CARs) within the Standard Procurement System (SPS). We assist with funding and payment problems and use Government systems for publicizing, preparing and archiving documents. We assist with the drafting of instructions, policy programs and assist with several self-assessment processes.

The Department of the Navy, Space and Naval Warfare Systems Command (SPAWAR) Code 2.0 is the procuring contracting activity for SPAWAR HQ, Program PEO-C4I, JPEO-JTRS, PEO-Space, PEO-IT, NMCI and to a lesser extent, SPAWAR’s two Echelon III commands. Code 2.0 assists program offices and staff codes procure lifecycle system needs such as design, development, integration, fielding, sustainment and disposal for a variety of ACAT and non-ACAT programs. Additionally, Code 2.0 procures necessary attendant support services such as program management, systems engineering, logistics, installation, and test and evaluation. Code 2.0 processes about 2,500 contract actions annually.
Brace provides routine contract administration services, including the drafting of contract and task order, incremental funding & administrative modifications, documenting the business basis for such actions, reporting contract actions via Federal Procurement Data Systems-Next Generation (FPDS-NG) Contract Action Report (CAR)s, resolving funding and payment problems, interfacing with Government customers and contractors and using Government systems for the creation, publicizing and archiving of documents. The tasking also includes review of contract files and documentation for the purpose of providing an implementation plan for quality improvement & policy dissemination, metrics data collection & analysis, development, implementation, publication, detailed data quality assurance and other procurement analyses.
